Riot is planning for the future of the game some changes on the nerfs or buff, in a particular way, for the deck builds and cards. The purpose is not to have a worn card and each region and champion to have a “competitively viable deck.”
Riot announcement is saying that they know that buffing cards are fun, but they also want to drop power on some of the cards when it’s necessary. So, after these kinds of changes, they will monitor what is going on, and they will follow a plan for balance and adjustment.
Finally, Riot is saying that for Legends of Runeterra will add newer sets, and all the further patches that will release will be for curbing the outliers. They will remove the anomalies while focusing on changes for the underutilized cards and bring them back in the meta.
